What Connecticut requires

Connecticut requires a permit for anyone who prepares more than 10 federal or Connecticut individual income tax returns for pay, even if your office is in another state. To apply, you need a PTIN, a high school diploma or its equivalent, and an IRS AFSP Record of Completion for the year you apply. You must be at least 18. The permit costs $100 and is valid for two years. CPAs, enrolled agents, and attorneys are exempt.

Get your PTIN

Apply online with the IRS. It costs $18.75 for 2026 and takes about 15 minutes.

Complete the AFSP

Earn your IRS Annual Filing Season Program Record of Completion for the year you apply: 18 hours of continuing education, including the 6-hour federal tax refresher course and test.

Apply through eLicense

Apply online through the Connecticut eLicense portal and pay the $100 permit fee by credit card. The Department of Revenue Services emails you when your permit is approved.

Renew every two years

Your permit lasts two years. Complete the AFSP again for the year you renew. If you plan to e-file, start your EFIN application with the IRS early, since approval can take up to 45 days.
